Vietnam Reduces Administrative Burdens: Pension Authorization Time Limit Dropped and Land-Scan Fees Abolished
The Ministry of Interior, leading a draft amendment to the 2024 Social Insurance Law, proposes to eliminate the 12‑month validity cap on authorization documents that allow another person to receive a pension or social‑insurance benefit. The change would let such authorizations remain effective indefinitely under civil‑law provisions, easing the annual renewal burden and related notarisation costs for elderly beneficiaries.
The People's Committee of Vinh Long province has issued a decision to cancel the fee previously charged for scanning documents in land‑registration procedures, including obtaining “red book” (sổ đỏ) titles. The fee, introduced in 2018 at 1,400 VND per A4 page, is removed effective 22 July, aiming to lessen financial and procedural obstacles for residents and businesses.
