Vietnam reforms people‑to‑people diplomacy to boost overall foreign policy

Vietnam is modernising its “people‑to‑people” diplomatic approach, positioning it as a third pillar alongside party diplomacy and state diplomacy. The Ministry of Foreign Affairs highlights the historical tradition of sincere, trustworthy relations championed by figures such as Nguyễn Trãi and Ho Chi Minh, and stresses that this channel reaches communities and regions where official diplomacy has limited access.

The reform seeks to expand the involvement of mass organisations, the Vietnam Fatherland Front, local authorities and enterprises in international engagement. By doing so, Vietnam aims to strengthen social foundations of its foreign relations, mobilise international support, promote the country’s image, and protect national interests more effectively in a rapidly changing global environment.
