Vietnam resolves obstacles for over 3,400 stalled projects

Vietnam has made significant progress in resolving legal and administrative obstacles for stalled real estate and infrastructure projects. According to the Ministry of Finance, as of September 15, 4,685 problematic projects were registered nationwide. Of these, 3,407 projects—representing 72.7% of the total with an investment value exceeding 2.5 quadrillion VND—have completed classification and processing and are no longer considered stuck within the authority of local governments and ministries.

Approximately 1,123 projects (23.97%) have had resolution plans proposed by relevant authorities, while the remaining 155 projects (3.3%) require intervention from the National Assembly, the Government, or the Prime Minister. The Ministry of Finance intends to continue reviewing issues related to land, construction, planning, and investment procedures to ensure these projects can resume operations and contribute to national GDP growth.

In Ho Chi Minh City, the situation is also improving. The city has successfully resolved obstacles for 650 stalled projects, helping to unblock significant land and capital resources. In the first seven months of 2026, the city saw 37 real estate projects become eligible to raise capital, marking a positive shift in the local market.
