Trần Cẩm Tú, Standing Member of the Secretariat, has signed Regulation No. 219-QĐ/TW, which outlines the functions, tasks, and organizational structures for grassroots party committees within central Party agencies and units.

The regulation clarifies the division of responsibilities between Party organizations and agency leadership. While Party committees decide on major policies and directions through resolutions and inspections, they are explicitly prohibited from interfering in the direct management and executive duties of agency heads and collective leadership.

Organizational requirements vary based on membership size. Grassroots party organizations with fewer than 400 members are not permitted to establish specialized advisory bodies but must assign at least two dedicated staff members. Those with 400 or more members may establish up to four specialized advisory bodies. The regulation applies to several key central bodies, including the Central Organization Commission, the Central Propaganda Commission, the Central Inspection Commission, and the Central Party Office.
