Vietnam sets new public service allowances for commune-level officials
Under Decree 381/2026/ND-CP, new regulations have been established regarding public service allowances for officials and civil servants working at the commune, ward, and special district levels in Vietnam. These regulations apply to personnel within the Party, State, Vietnam Fatherland Front, and affiliated socio-political organizations.
The allowance rates are determined by local provincial or municipal People's Council resolutions. Officials who do not receive additional salary or income increases via local resolutions are entitled to a public service allowance equal to 55% of their current salary, plus leadership position allowances and seniority allowances (if applicable).
For those who do receive additional salary or income increases through local resolutions, the allowance is set at 25% of their current salary plus applicable leadership and seniority allowances. In cases where the total income for this group is lower than the 55% threshold, they are entitled to receive the difference to match the 55% rate. These allowances are paid monthly alongside regular salaries and are not used as a basis for calculating social or health insurance contributions.
