Vietnam shifts toward technology and knowledge-based development model

Vietnam is transitioning toward a new national development model focused on productivity, knowledge, technology, and human resources. According to Resolution 19-NQ/TW issued by the Communist Party of Vietnam, the country aims to leverage national unity and human potential to drive growth, moving away from a reliance on natural resource extraction and low-cost labor.

General Secretary and President To Lam has outlined strategic shifts to establish this model. Experts suggest that this transition requires long-term capital, high-quality human resources, and institutional frameworks that encourage innovation. The shift also necessitates optimizing resource use—including land, water, and energy—to ensure sustainable productivity and environmental management as the nation enters a new developmental era.
