Vietnam social insurance participation reaches 22.59 million people
Vietnam Social Security reported that as of August 2026, approximately 22.59 million people participate in social insurance nationwide. This includes 19.86 million in compulsory schemes and 2.72 million in voluntary schemes. Health insurance participation reached 98.81 million people, with total cumulative collections for social insurance, unemployment, and health insurance reaching approximately 454.8 trillion VND.
In terms of benefits, over 3.5 million people receiving pensions or monthly social allowances saw an 8% increase in their payments effective July 1. Additionally, the number of people receiving one-time social insurance payouts has decreased compared to the previous year, a trend attributed to new regulations in the Social Insurance Law and increased public awareness.
Significant administrative changes are set to take effect on September 1, 2026. Under Decree 301/2026/ND-CP, electronic procedures will be integrated to link birth registration, permanent residence registration, and health insurance card issuance for children under six years old. Furthermore, Vietnam Social Security will begin replacing social insurance management codes with personal identification numbers across all professional software and digital platforms.
