Vietnam mandates VNeID authentication for digital accounts
Vietnam has implemented Decree 320/2026/NĐ-CP, which requires digital transaction accounts across 11 sectors to be linked and authenticated with the VNeID electronic identification platform. The affected sectors include banking, securities, telecommunications, e-commerce, social media, education, and healthcare.
Specific deadlines have been established for existing accounts. Securities and telecommunications accounts created before September 28, 2026, must complete VNeID authentication by December 31, 2026. Banking accounts created before that same date must be authenticated by June 30, 2027. In the e-commerce sector, regulations apply specifically to sellers, livestreamers, and affiliate marketers.
Additionally, Vietnam's Social Insurance agency plans to transition the payment of social insurance and unemployment benefits to VNeID-linked social security accounts starting in 2027. This initiative aims to promote cashless payments and streamline data management between the social insurance system and the national electronic identification platform.
