Vietnam Social Security converts 101 million insurance codes to ID numbers

Vietnam Social Security has reported that over 101.49 million people have successfully transitioned their social insurance (BHXH) codes to personal identification numbers or citizen identity cards (CCCD). As of October 16, 2026, this represents a 99.17% success rate among the 102,346,428 individuals eligible for the conversion, which includes both active and former participants.

Despite the high success rate, several thousand cases remain unresolved. Approximately 162,080 conversions were unsuccessful due to inconsistent personal information between professional software systems or incomplete data synchronization. Additionally, 348,254 people have not yet undergone the conversion, and 336,780 individuals were deemed ineligible, primarily because they lack personal identification numbers or their information does not match the national population database.

Vietnam Social Security is directing local agencies to review, verify, and supplement information for those with missing or unverified identification data. The goal of this digital transformation initiative is to standardize data, prevent duplication, and facilitate seamless information sharing between professional management systems.
