Vietnam proposes mandatory social insurance for platform workers

The Vietnamese Government has proposed that the National Assembly Standing Committee decide on mandatory social insurance participation for platform workers and individuals without formal labor relationships. This proposal is part of a draft law to amend and supplement the Law on Social Insurance, aiming to create a feasible roadmap for expanding coverage to the growing gig economy.

During a recent international workshop organized by Vietnam Social Security and the World Bank, data revealed that while platform enterprises in Vietnam provide jobs for approximately 2 million people, only about 20% of these workers participate in social insurance. Most workers rely on these platforms as their primary income source but lack protection against health risks, accidents, and old-age income instability.

Legislative discussions have highlighted the need for careful evaluation, as the proposed group of workers is considered very broad. Lawmakers are seeking to ensure that the expansion of mandatory insurance is implemented through a structured roadmap that accounts for the fluctuating incomes and flexible working nature of digital platform employees, such as ride-hailing drivers and delivery workers.
