Vietnam is implementing several major administrative reforms and regulatory updates effective September 1, 2026. A primary change involves Vietnam Social Security transitioning to using personal identification numbers (ID cards/CCCD) to replace existing social security codes. This automated, centralized transition aims to unify data through the national population database, reducing paperwork and simplifying transactions for citizens and employers. During the transition, systems will support both old and new identification methods.

In related administrative updates, parents will be able to request ID cards for children under six years old simultaneously with birth registration through integrated electronic processes. Additionally, Decree 341/2026/NĐ-CP has been issued to regulate civil cryptography activities. This decree details the management of civil cryptography products and services, including licensing requirements for business, export, and import. The Ministry of Public Security and the Ministry of National Defence will share management responsibilities regarding cybersecurity and military-civilian intersections.
