Vietnam streamlines vehicle inspection, enables digital VNeID documents

From 1 July 2026 Vietnam’s Circular 30/2026 on motor‑vehicle inspection takes effect. The new rules let owners submit the vehicle registration paper or a digitally signed receipt through the VNeID or VNeTraffic apps, eliminating the need for physical documents. Electronic data are linked directly from registration authorities to the national data centre, and the registration agency’s software automatically creates a unique vehicle file on first lookup, improving data consistency and transparency.

The circular also expands the list of accessories that can be added without a separate modification certification, allowing items such as spoilers, roof racks, step plates, bumpers, sport bars and cargo‑box lids, as well as replacement of lighting units with equivalents that use the same socket. It strengthens monitoring tools for inspection centres and will refuse certification for recalled vehicles that have not been repaired with official proof. Re‑issuance of inspection certificates and stickers is broadened to cover plate changes, registration updates or a switch in commercial use, and several minor modifications are exempted from design‑submission requirements. Overall, the reforms aim to simplify procedures, cut compliance costs for businesses and improve road safety.
