Vietnam students show higher learning goal-setting rates than OECD average

Data from the PISA 2025 survey indicates that 54% of Vietnamese students participating in the study have specific plans for their learning. This figure is significantly higher than the OECD average of approximately 37%.

Associate Professor Pham Quoc Khanh from the Ministry of Education and Training noted that this 17 percentage point difference suggests a high level of awareness regarding learning goals among Vietnamese students. He clarified that PISA defines goal-setting through self-regulated learning behaviors, such as planning study methods, adjusting strategies when current methods are ineffective, and performing self-checks through questioning or summarizing information without notes.

While a correlation exists between effective goal-setting and higher academic results in subjects like science in countries such as South Korea, the Philippines, and Kenya, the data shows this link is not consistently significant across all educational systems.
