Vietnam Tightens State Land Expropriation Rules, Emphasizes Resettlement, Says Deputy PM Pham Gia Tuc

Deputy Prime Minister Pham Gia Tuc addressed a nationwide conference on 29 July, presenting the Central Committee’s resolution to overhaul Vietnam’s Land Law and related statutes. The draft narrows the scope of state land expropriation, restricting it to cases truly required for national defence, security or socio‑economic development.

The resolution calls for a shift from merely compensating owners to rebuilding lives, ensuring that households whose land is taken receive housing of equal or better standard and long‑term livelihood support. It also orders the separation of compensation, assistance and resettlement into independent projects, guarantees comprehensive infrastructure in new settlements, and reforms land‑price determination to prevent multiple pricing mechanisms.
