Vietnam to implement 12-digit land parcel identification

Vietnam is implementing new policies to increase transparency in land management and real estate. Starting in September 2026, the amended Law on Access to Information will mandate the public disclosure of various data, including national, regional, and provincial planning, land prices, land acquisition details, and compensation plans. Additionally, information regarding housing projects, foreign ownership eligibility, and apartment quality inspections must be made public.

A key component of this reform is the introduction of a 12-digit identification code for land parcels, architectural works, and other physical structures under Decree 326/2026/ND-CP. This system aims to create a unified electronic profile by integrating land parcel data with information on housing and construction.

While regulations for electronic identification codes for real estate products took effect in March, local authorities are still working to standardize and synchronize databases. In Lang Son province, 84% of land parcels have already been assigned identification codes. However, full public lookup capabilities are currently limited as authorities focus on cleaning and enriching the databases for government use before expanding access to individuals and organizations.
