Vietnam to implement new administrative policies in November 2026

Starting in November 2026, Vietnam will implement several new administrative policies and regulations. Under Decree 353/2026/NĐ-CP, children aged 6 to 14 who have not completed primary education are classified as being under compulsory education. The decree sets specific targets for school enrollment and completion rates, requiring at least 98% of 6-year-olds to enter first grade and at least 95% of 11-year-olds to complete primary school, with a lower threshold of 85% for socio-economically disadvantaged communes.

Regarding data protection, Decree 363/2026/NĐ-CP introduces penalties for the unauthorized collection and creation of data that leads to the exposure of sensitive information. Individuals may face fines of up to 60 million VND, while organizations can be fined up to 120 million VND. Violators may also face a suspension of database management and operation for 6 to 9 months.

Additionally, new regulations will address penalties for forging lottery tickets, with fines reaching up to 100 million VND. Decree 392/2026/NĐ-CP will also define the types of personal identification documents permitted for use when checking into hotels and guesthouses.
