Vietnam is implementing several significant regulatory changes across transport, finance, and digital identity. Under Decree 238/2026/NĐ-CP, effective August 15, 2026, new traffic penalties target non-commercial vehicles used for paid cargo transport. Drivers face fines of 8–12 million VND, while organizational owners can be fined up to 52 million VND. Additionally, new safety rules mandate appropriate safety equipment for children under 10 years old and 1.35 meters tall, with penalties for improper seating arrangements.

In the financial sector, Decree 316/2026/NĐ-CP has been issued to adjust profit distribution for state-owned credit institutions. This includes increasing the maximum allocation for development investment funds from 20% to 40%, aiming to bolster capital capacity.

Regarding digital governance, Decree 320/2026/NĐ-CP introduces social security accounts on the National Identification Application. This allows for the integration of payment accounts and e-wallets to receive social welfare and pension payments. The decree also prohibits authorities from requiring physical documents if the data is already integrated into the national identification system.

Politically, General Secretary and President Tô Lâm has issued Regulation No. 207/QĐ-TW to establish a steering committee for amending the Party Charter. Analysts have noted the absence of Prime Minister Lê Minh Hưng and National Assembly Chairman Trần Thanh Mẫn from the 44-member committee, suggesting a potential shift in the central power structure.
