Vietnam Social Security implements new insurance and digital ID regulations

Vietnam Social Security (VSS) has reported significant enforcement actions and policy updates regarding social and health insurance. As of August 2026, VSS has inspected 6,694 units, resulting in the recovery of over 330 billion VND from late or evaded social insurance payments. Additionally, authorities have sought to recover over 161.8 billion VND in health insurance payments that did not meet eligibility requirements.

New regulations effective September 2026 introduce several administrative changes. These include an integrated electronic process for registering birth, permanent residence, and health insurance for children under six years old. Furthermore, personal identification numbers will replace social insurance numbers in professional software, and the VNeID application will be used to manage social security payments such as pensions and allowances.

Regarding digital identity, authorities have warned that VNeID accounts may be automatically locked if the registered mobile number is no longer owned by the user. Citizens are advised to ensure their phone numbers are correctly linked to their electronic identities to avoid service interruptions. VSS also issued a warning against fraudulent calls impersonating its hotline, emphasizing that the only official customer service number is 1900 9068.
