Vietnam implements new social welfare and digital identity policies

Vietnam is implementing several significant policy changes effective September 2026, focusing on digital transformation and social welfare.

Under Decree 320/2026/NĐ-CP, citizens can receive pensions and social welfare benefits directly through the VNeID national digital identity application starting September 28. This system allows users to link bank accounts, e-wallets, or mobile money accounts to receive payments.

In administrative reforms, Decree 301/2026/NĐ-CP enables an integrated electronic process for birth registration, permanent residence registration, health insurance issuance, and identity card issuance for children under six years old, effective September 1. Additionally, Vietnam Social Security will transition to using personal identification numbers/citizen identity card numbers instead of traditional social security codes on professional software.

Regarding labor protections, Decree 283/2026/NĐ-CP introduces strict penalties for labor exploitation. Fines of up to 75 million VND will be imposed for deceptive recruitment or fraudulent advertising intended to exploit workers. Employers also face penalties for late or insufficient wage payments.

Furthermore, the Law on Access to Information 2026 will take effect, aiming to enhance transparency and administrative reform through digital integration.
