Vietnam implements digital reforms for real estate transactions

Vietnam is implementing several digital reforms to modernize its real estate market and streamline administrative procedures. Under Circular 117/2026/TT-BTC, citizens who utilize digital identity via the VNeID app can receive a 10% reduction in registration fees for property transfers between August 15, 2026, and February 28, 2027. To qualify, users must possess a Level 2 electronic identity account, complete all tax declarations online, and ensure their transaction data is fully integrated into the VNeID system.

Simultaneously, the Ministry of Justice has proposed a draft amendment to Decree 104/2025 that would allow notaries to certify real estate transactions nationwide starting July 1, 2028, removing current provincial restrictions. This move aims to save time and costs for citizens by allowing them to notarize property deals in their place of residence regardless of the property's location.

The Ministry of Construction reports that the national housing and real estate market information system, operational since July 30, 2026, is already seeing significant engagement. As of early September, the system has issued approximately 11,000 accounts to organizations, registered 120 projects, and recorded over 3,400 transactions, with Hanoi leading in transaction updates.
