Vietnam to Pilot State Purchase of Stalled Housing Projects
The Standing Committee of the Party Secretariat, chaired by Trần Cẩm Tú, approved Plan No. 07 to pilot a mechanism whereby the state will purchase commercial housing projects from developers that are no longer able to complete or transfer them. The aim is to create a state‑owned housing fund to meet public housing demand and to avoid waste of unfinished infrastructure, bad‑debt accumulation and loss of land resources. The plan follows the Party’s Resolution No. 21‑NQ/TW (adopted 28 July 2026) and will be submitted to the National Assembly for a resolution, with related amendments to the Land Law and related statutes scheduled for completion between 2026 and 2030.
Experts such as Trần Việt Anh, associate professor at Hùng Vương University, note that the policy is not a rescue for real‑estate firms but a way for the state to harness idle projects for social welfare. By purchasing only the real value of the developers’ input costs and excluding land‑price premiums, the mechanism seeks to prevent speculative price inflation while ensuring the state does not generate abnormal profit from the acquisitions.
