Vietnam updates fire safety regulations and inspection responsibilities

The Vietnamese government has issued a new decree amending several regulations regarding fire prevention, fighting, and rescue operations. Under the updated Decree 105/2025/ND-CP, project investors and building owners are now responsible for organizing fire safety acceptance inspections and are legally accountable for the results. Following inspection, they must report to the fire safety database and transmit fire alarm signals before a facility becomes operational.

Vehicle owners are also required to organize fire safety acceptance for their transport equipment and notify specialized management agencies in writing before use. The decree also adjusts inspection procedures, allowing police, construction authorities, and commune-level People's Committees to conduct periodic inspections based on decentralization, as well as unexpected inspections in cases of suspected violations or complaints.

In Ha Tinh province, local police have begun guiding investors and owners on how to self-organize these fire safety inspections in accordance with the new government resolutions.
