Vietnam implements new policies to mobilize diaspora expertise and streamline recruitment

Vietnam is implementing new strategic frameworks to better utilize the expertise of its overseas diaspora and streamline domestic recruitment. Resolution No. 23-NQ/TW, adopted by the Politburo on August 2, 2026, marks a shift in how the country engages with the more than 6.5 million Vietnamese living in over 130 countries. The policy aims to move beyond simple community mobilization toward creating concrete mechanisms that integrate global Vietnamese experts into national science, technology, and innovation sectors.

Prime Minister Le Minh Hung emphasized at the 33rd Diplomatic Conference that development-oriented diplomacy must produce tangible results with clear timelines and beneficiaries. The goal is to transition from merely attracting resources to effectively transforming them into national productive forces.

Complementing these diaspora efforts, Decree 371/2026/NĐ-CP introduces new regulations for foreign organizations and individuals recruiting Vietnamese citizens within the country. The decree allows for more direct recruitment processes provided that job openings are publicly disclosed on the national job exchange or official websites. This move is intended to provide greater flexibility for international entities seeking specialized talent while maintaining state management and transparency.
