Vietnamese cities' free bus fare policies encounter rider confusion

Hanoi began offering free bus travel for trips wholly inside Ring 1 on 1 July, but many passengers report still being asked to pay. Riders described being charged the regular 6,000 VND fare despite travelling only within the inner ring. City officials clarified that the policy exempts only the distance travelled inside Ring 1; any portion of a journey outside the ring remains payable. Staff inconsistencies and lack of clear on‑board instructions have left commuters uncertain about how the refund or exemption is calculated.

In Ho Chi Minh City, free bus fares were launched on 134 routes on the same date, prompting a rise in ridership. However, passengers are still required to scan a card or provide identification. Authorities explained that the identification step is voluntary until 30 September and will become mandatory from 1 October, aimed at improving usage statistics and service planning rather than fare collection.

Both cities are working to standardise procedures and inform the public as the free‑fare programmes continue.
