Vietnam requires ABS on large motorcycles and promotes recall checks
Vietnam's Ministry of Construction is drafting a new national technical standard to replace QCVN 14:2024. The proposal mandates anti‑lock braking systems (ABS) for motorcycles with engines over 150 cm³ or electric power above 11 kW, and requires an indicator to show the system’s status. The draft also tightens identification numbers and adds environmental emission limits.
Vehicle owners are advised to verify whether their cars or motorcycles are subject to a manufacturer recall before attending registration inspections. Manufacturers such as Toyota Vietnam and others provide online VIN‑lookup tools; vehicles that remain under an unrepaired recall may be denied a certification of inspection.
A study by the AIP Foundation and the Academy for Construction Staff Training (ACST) analysed thousands of crash cases and found that installing ABS on motorcycles could cut road accidents by up to 29 % and reduce fatalities by a similar margin. With about 79 million motorcycles – 91.4 % of Vietnam’s road fleet – accounting for 60‑70 % of traffic crashes, the research recommends extending ABS to bikes from 50 cc upward, showing the highest benefit‑cost ratio.
