Vietnam's police propose immunity and faster fines

The Ministry of Public Security has drafted an amendment to the Criminal Code that would grant police officers immunity from criminal liability for actions taken in the performance of duties, even when those actions cause damage or appear criminal. The draft is open for public comment from June 26 to July 16 and seeks to create a special privilege for law‑enforcement personnel.

A separate proposal to amend the Law on Handling Administrative Violations aims to allow penalties to be imposed without a written report when violations are detected through technical means such as cameras, breath‑alcohol testers or weight‑checking devices. The change is intended to cut unnecessary procedures, reduce costs and rely on electronic evidence while preserving accuracy.
