Villa Carlos Paz holds public hearing on Building Code reforms
A public hearing held in Villa Carlos Paz to discuss significant reforms to the city's Building and Urbanism Code saw low participation and criticism regarding the planning process. The proposed changes to Ordinance 4021 aim to redefine construction parameters, including the Total Occupation Factor (FOT), density, and urban corridors. Some areas, such as Avenida Cárcano, may see a reduction in construction capacity, while other sectors will see new combinations of residential, tourist, and commercial uses.
During the hearing, Juan Carlos Paesani, representing the NGO EAyT, criticized the reform as a temporary fix, arguing that modifying the code without a prior Environmental Code is insufficient. Another participant, Andrés Paladino, was initially denied formal participation due to registration rules, though council members eventually allowed him to speak. The hearing highlighted concerns over the lack of professional institutional representation and the absence of a comprehensive environmental framework in the urban planning strategy.
