Vinaya Prakash Singh re-elected APPU Secretary-General
Dr. Vinaya Prakash Singh, a 1988-batch officer of the Indian Postal Service, has been re-elected as the Secretary-General of the Asian-Pacific Postal Union (APPU) for a second consecutive four-year term. He was elected unopposed by acclamation during the 14th APPU Congress held in Bangkok on September 4, 2026.
His second term is scheduled to run from January 2027 through December 2030. The re-election is viewed as a recognition of India’s role in international postal cooperation and reflects consensus among the 32 member countries of the APPU.
Headquartered in Bangkok, the APPU is an intergovernmental organization that serves as a Regional Union of the Universal Postal Union (UPU). Dr. Singh’s previous experience includes senior roles within the Indian government, such as Member of the Postal Services Board and Chief Vigilance Officer in the Department of Posts.
