Vinh Long lifts Khmer households out of poverty with credit and livestock programs

Vinh Long province, home to more than 3.38 million people, is using national target programmes, policy‑rate credit, vocational training and production support to raise living standards among its 353,000 Khmer residents. The province’s approach combines loans from the Social Policy Bank with technical assistance, enabling families to shift from seasonal sugar‑cane work to higher‑value activities such as cattle rearing and traditional Khmer garment making.

A flagship case is the family of Anh Hứa Minh Xuyên in Hàm Giang commune. In 2019 he received a VND 30 million loan to buy two beef‑type calves. After the first herd turned a profit, he reinvested and expanded, now borrowing VND 90 million to grow his herd. Each cattle cycle yields tens of millions of dong, providing stable income, funding children’s education and improving overall household welfare. Similar credit‑driven initiatives are helping other Khmer households diversify production, narrow the income gap with non‑minority areas and create sustainable livelihoods.
