Virginia Governor Spanberger faces scrutiny over rights restoration errors

Virginia Governor Abigail Spanberger is facing calls for an investigation following reports of errors in the state’s process for restoring civil rights to convicted felons. The controversy emerged after an official notice, bearing the governor’s signature, was sent to the owner of a dog named Biscuit, a beagle-hound mix from Goochland County that died five years ago. The document stated that the animal’s rights to vote and serve on juries had been restored after an executive review of a criminal case.

This incident follows a similar report involving a citation addressed to “Betty No Last Name,” a purported convict lacking a surname. An attorney who obtained the citation suggested that the documents may have been generated via mail merge and signed using an autopen, rather than undergoing the individual reviews claimed by the administration.

Delegate Tom Garrett, R-Buckingham, has demanded an investigation, questioning whether the administration is exercising constitutional powers with an adequate level of review. These errors come as Virginia voters prepare to decide on a November 3 ballot measure that would make the restoration of voting rights automatic upon release from incarceration.
