Brazil legislative updates: education, labor, and culture bills

Several legislative developments are moving through Brazilian committees. In the Senate, the Education and Culture Commission approved the creation of the Educational Vulnerability Map (Mave). This tool aims to identify municipal basic education networks with low performance and high socioeconomic vulnerability to guide federal resource allocation and technical assistance.

Additionally, a bill (PL 3028/26) is under review in the Chamber of Deputies to guarantee a maximum 40% health hazard premium (insalubridade) for gravediggers, undertakers, and waste collectors. The proposal seeks to automate this payment without requiring individual expert reports, citing permanent exposure to biological risks.

In the Senate, priority for funding policies was approved for cultural expressions recognized as Brazil's intangible cultural heritage. Meanwhile, at the municipal level, Manaus has approved subsidies of up to R$ 3 million per month for complementary urban transport, including the ‘amarelinhos’ micro-buses, to ensure service continuity. Cuiabá has also moved to renegotiate a R$ 30.46 million debt with the Union to improve municipal cash flow.
