However, he accused several European leaders of preparing for war with Russia to distract from domestic economic and social crises. He specifically criticized NATO for expanding its presence beyond the North Atlantic and pointed to military exercises in the Baltic Sea, alleging they include preparations for the seizure of civilian vessels.

Putin also criticized the Ukrainian government, claiming it has become a dictatorship that avoids elections and prevents peace negotiations. He further accused Ukraine of attempting to interfere in Russian elections, citing an attack on an election official in the Zaporizhzhia region.
