Vladimir Putin discusses Russia's AI strategy and technological independence

During a visit to Novosibirsk State University, Russian President Vladimir Putin addressed the potential risks and strategic importance of artificial intelligence. When a young researcher suggested there was nothing to fear regarding AI, Putin responded, “I have never been afraid of anything.”

The discussion touched upon the societal impact of AI, specifically the risk that over-reliance on the technology could diminish human cognitive abilities. Putin suggested a potential societal split between an “intellectual elite” and a class of users who merely press buttons without processing information.

Strategically, Russia aims to compete with the United States and China by developing indigenous AI models and infrastructure to mitigate the effects of Western sanctions and technological isolation. The Kremlin has prioritized AI since 2019, viewing it as a tool capable of shaping national semantic environments and influencing how individuals perceive the world.
