Russia restricts energy and oil production data
President Vladimir Putin signed a decree on September 28 that significantly restricts the disclosure of information regarding Russian oil and energy products. The measure is intended to counter Western sanctions and respond to what the Kremlin describes as unfriendly actions by the United States and its allies.
The new restrictions cover a wide range of data, including refinery production and processing volumes, export prices, and the identities of buyers, sellers, and intermediaries. Additionally, logistical details such as transport routes, shipping dates, payment settlements, and the geographic coordinates of storage facilities and terminals are now classified as restricted information.
Under the decree, this data cannot be disseminated through mass media or the internet, though companies may still voluntarily disclose their own activities. The Russian government has ten days to establish specific product codes subject to these limitations. This move comes as Russian refineries face increased pressure from drone attacks and a reported decline in production volumes.
