Vlora International Airport access blocked amid shareholder dispute
Behgjet Pacolli, president of Mabco, has raised serious concerns regarding the blocking of access to the Vlora International Airport project. Pacolli stated that the blockage occurred just one day after a Supreme Court decision that restored his company's rights, preventing the completion of remaining works and the start of the certification phase.
Pacolli has called for an independent investigation to determine who ordered the blockade and on what legal basis, suggesting the situation may be a planned attempt to undermine shareholder rights. He noted that Mabco considers international arbitration as a “last option” and urged the Albanian government to prevent such a process.
Internal documents reveal a history of complex financial negotiations between Pacolli and Valon Ademi regarding the distribution of airport shares. Previous agreements included plans for Mabco to sell a 40 percent stake to 2A Group, with profit and loss sharing structured around construction contributions. Despite these prior arrangements, the current dispute has halted progress on the nearly completed facility.
