VNeID updates and social security digital integration in Vietnam
New regulations regarding electronic identification and authentication in Vietnam, specifically Decree No. 320/2026/ND-CP, take effect on September 28, 2026. This decree introduces several significant changes to the VNeID application.
Key updates include the ability to use integrated digital documents as legal substitutes for physical papers in administrative procedures. The scope of eligible users is expanding to include citizens from age 6 and legal foreign residents. Additionally, VNeID will allow users to perform online administrative procedures and receive social security benefits, such as pensions and subsidies, by linking existing bank accounts, e-wallets, or mobile money accounts.
Users must be aware that VNeID accounts may be automatically locked if the registered mobile phone number is no longer under the user's direct ownership. To prevent service disruptions, citizens are encouraged to ensure their registered phone numbers match their identity information.
In a related digital transformation move, Vietnam Social Security has upgraded the VssID application. This update introduces electronic social insurance books and health insurance cards, which are directly linked to level 2 VNeID accounts. These digital documents are legally valid for medical examinations and insurance claims, and authorities are prohibited from requiring physical copies once valid digital versions are presented.
