VNeID digital ID services expand in Vietnam
Vietnam is expanding the use of the VNeID application for electronic identification and administrative services. Under new regulations, citizens can request the re-issuance of lost or damaged ID cards online through VNeID without needing to provide new fingerprints or photos, as existing biometric data can be reused. Re-issuance fees are currently reduced by 50% through December 31, 2026.
New provisions under Decree No. 320/2026/ND-CP, effective September 28, 2026, emphasize that registered phone numbers must match the user's official information to prevent account locking. The platform is also being updated to include social security accounts for receiving benefits and will allow for the integration of various documents such as birth certificates and driver's licenses.
Despite these digital advancements, practical challenges remain. Reports from Ho Chi Minh City indicate that some notary offices still require physical ID cards for transaction notarization, such as property or vehicle transfers, rather than accepting Level 2 electronic identification on VNeID.
