Vietnam to overhaul social security and welfare payment systems
Vietnam is implementing significant administrative changes to its social security and welfare systems. Starting September 1, 2026, Vietnam Social Security will replace existing social security numbers and management codes with the 12-digit personal identification number (Citizen Identity Card number) across all professional software systems.
To ensure a smooth transition, citizens are encouraged to verify that their identity card information matches the national population database. This update will synchronize data across various platforms, including the VssID application, the Social Security Public Service Portal, and health insurance examination systems. Failure to update information may impact the processing of benefits such as sickness, maternity, and unemployment insurance.
Additionally, under Decree 320/2026/NĐ-CP, effective September 28, 2026, the government will introduce a “social security beneficiary account” integrated into the VNeID national identification application. This feature allows for the direct electronic transfer of pensions, social welfare allowances, and other state financial support. Users can link their existing payment accounts, e-wallets, or mobile money accounts to VNeID to receive payments directly, aiming to increase transparency and reduce administrative procedures.
