Vĩnh Long prosecutor indicts truck driver in fatal 2024 accident

The Regional Procuracy No. 4 in Vĩnh Long province has issued an indictment against truck driver Thạch Sa Phonl, 39, for violating road traffic regulations. This follows a re-investigation of a fatal accident that occurred on June 7, 2024.

During the incident, 68-year-old Nguyễn Văn Oanh was operating a motorcycle on Provincial Road 901. After a collision with another motorcycle, Mr. Oanh's vehicle struck a truck driven by Mr. Phonl, who was traveling in the opposite direction. Mr. Oanh died at the scene due to cervical spine injuries. Forensic reports noted that Mr. Oanh had a blood alcohol concentration of 222 mg/100 ml at the time of the accident.

Authorities previously decided not to initiate criminal proceedings, citing that the person responsible for the dangerous act had died. However, following nearly two years of complaints and appeals by the victim's family, the case was reopened, leading to the current decision to prosecute the truck driver.
