Volaris and Viva Aerobus merger to create Grupo Mas Vuelos

The Mexican National Antitrust Commission (CNA) is expected to authorize the merger of low-cost airlines Volaris and Viva Aerobus before the end of the year. The transaction will create a new corporate entity known as Grupo Mas Vuelos, which is positioned to become the largest aviation consortium in the Mexican market.

While the companies intend to maintain their independent commercial brands, experts warn of significant market shifts. A study by GAMES Economics suggests the integration could concentrate approximately 74% of domestic air traffic, potentially moving the market toward a duopoly alongside Aeroméxico. Concerns have been raised regarding reduced price competition, decreased flight frequencies, and diminished bargaining power relative to regional airports.

Regulators are expected to approve the merger with minimal operational restrictions, focusing instead on consumer protection and labor stability. Proposed conditions include mandatory tariff controls to preserve the low-cost model, strict commitments to prevent mass layoffs, and the maintenance of existing flight routes to ensure connectivity.
