Volkswagen considers defense deal for Osnabrück plant

Volkswagen is reportedly in negotiations to repurpose its Osnabrück plant for defense production following the planned discontinuation of T-Roc cabriolet manufacturing in 2027. The Israeli defense firm Rafael Advanced Defense Systems is considering an entry into the facility to produce support equipment for the ‘Iron Dome’ missile defense system, including heavy transport trucks, launchers, and power generators.

The potential deal has sparked significant backlash from peace activists. Spokesperson Jürgen Grässlin of ‘Aktion Aufschrei – Stoppt den Waffenhandel!’ criticized the move, stating it would represent a ‘dramatic rollback’ for Osnabrück, a city that identifies as a ‘City of Peace’ due to its historical role in the Peace of Westphalia.

To facilitate the transition and navigate ownership complexities, the state government of Lower Saxony may play a decisive role. Because the Qatar Investment Authority holds approximately 17 percent of Volkswagen’s voting rights and has reportedly expressed objections to the deal, the state may establish a joint venture with Rafael to take over parts of the production site, allowing the defense cooperation to proceed without direct involvement from the Qatari sovereign wealth fund.
