Volta recycling system sparks debate over hygiene and social impact in Portugal

The Volta deposit return system, which offers a 10-cent reimbursement per container, is causing political and social debate in Portugal. In Leiria, PSD councilors have raised concerns regarding urban hygiene, reporting overturned bins and scattered packaging in city centers. They noted that the system often attracts vulnerable individuals who scavenge for bottles and cans as a source of income.

In Lisbon, the debate has escalated into a political confrontation. Mayor Carlos Moedas has called for the immediate cancellation of the system, citing negative impacts on urban cleanliness and describing the situation as a social drama. Conversely, the Ministry of Environment and Energy has rejected calls to end the program, which is an EU-mandated environmental obligation.

Reports indicate that for some individuals, the system provides a vital subsistence income. Some people have reportedly earned up to 40 euros in a single day, and others have estimated monthly earnings near the minimum wage by collecting recyclables. Organizations like CASA (Center for Support to the Homeless) have confirmed that the system serves as a significant income source for those in precarious living situations.
