Volta Region assemblies face scrutiny over GH¢32m fund spending

An Auditor-General’s report for the 2024 financial year has identified widespread financial and management irregularities across 18 assemblies in Ghana’s Volta Region. The report focuses on the handling of the District Assemblies Common Fund (DACF), noting that while total allocations reached over GH¢32 million, significant portions were mismanaged or unaccounted for.

One major finding involved the Adaklu District Assembly, which transferred GH¢470,000 from its DACF account to its Internally Generated Fund (IGF) account to cover various operational costs, including training and vehicle servicing. Auditors rejected the assembly's justification of emergency expenditure, labeling it a misapplication of funds and recommending a full refund.

Additionally, the report highlighted GH¢914,399 in unsupported or unaccounted payments across six assemblies. Specifically, 46 payment vouchers totaling over GH¢803,000 lacked the necessary receipts or certificates to confirm work completion, violating Public Financial Management Regulations.
