Vorarlberg district heating prices cleared of market abuse

The Austrian Federal Competition Authority has concluded an investigation into district heating prices in Vorarlberg. The probe sought to determine if companies had engaged in abusive price increases following the energy crisis triggered by the Russian invasion of Ukraine.

The investigation found no evidence of market abuse or unfair pricing. While heating companies saw significant increases in revenue, the authority noted that their operational costs rose substantially during the same period, making the price hikes justifiable.

The authority highlighted that district heating networks naturally function as local monopolies, making it difficult for consumers to switch providers. However, the situation in Vorarlberg is considered more favorable than in other Austrian states because there is no legal mandate for residents to connect to these systems. Additionally, local subsidies for boiler replacements provide further advantages to households and businesses in the region.
