Lleida approves ordinance banning face-covering garments in public

The Lleida City Council has approved a new civic ordinance that prohibits wearing garments that totally conceal the face in public spaces, effectively banning the use of the burka and niqab. The measure passed with the support of the governing PSC, along with Junts and Vox, while ERC and the Comuns voted against it.

Under the new regulations, individuals found in violation may face fines ranging from 400 to 750 euros. Municipal police are required to issue a warning before a fine is processed. The ordinance includes specific exceptions for places of worship, cultural or festive celebrations, and instances where the concealment is part of an accepted social custom or the exercise of a fundamental right.

This decision follows a previous attempt in 2010 that was overturned by the Supreme Court for violating religious freedom. Mayor Fèlix Larrosa defended the move as a way to promote coexistence and protect public spaces, while Junts' support was reportedly linked to motions regarding the installation of public hygiene services.
