Västra Götalandsregionen terminates Oracle Millennium contract

The Västra Götalandsregionen (VGR) regional board has unanimously decided to terminate its agreement with Oracle regarding the Millennium healthcare system. To break the contract, the region will pay a termination fee of 657 million SEK, which is intended to compensate Oracle for lost revenue. Oracle will not seek additional compensation for work already performed during the project's development and initial rollout.

The decision follows significant technical issues and protests from healthcare staff after the system's implementation was paused in November 2024. Reported problems included critical data errors in radiology reports and staff reverting to manual paper-and-pen methods due to system failures.

As part of the settlement, Oracle will continue to support and develop the region's existing IT systems, including Melior, Obstetrix, and SAMSA. These existing contracts will be extended—Melior and Obstetrix for eight years and SAMSA for four years—resulting in an additional annual cost of 40 million SEK. VGR plans to move forward with a new strategy focused on a modular healthcare information environment to ensure patient safety and a sustainable working environment.
