Wales appoints Exchange for Change to run deposit return scheme

The Welsh Government has appointed Exchange for Change as the Deposit Management Organisation to operate its upcoming Deposit Return Scheme (DRS), which is scheduled to launch in October 2027.

Unlike the schemes planned for England, Scotland, and Northern Ireland, the Welsh program will include glass containers from the outset. However, a four-year transitional period will apply to glass, during which containers will be exempt from labeling requirements and will carry a zero-pence deposit.

Industry representatives, including the British Soft Drinks Association, have noted that having a single administrator across the United Kingdom provides greater consistency. However, officials and industry leaders have also highlighted potential operational complexities caused by the inclusion of glass and the relatively short timeframe for implementation.
