Wales faces additional learning needs funding disputes and school expansions

Disputes over funding for additional learning needs (ALN) have emerged in Wales. At a Torfaen Council meeting, officials highlighted the “significant challenge” of addressing demand for inclusive practice and student placements. Torfaen’s deputy leader, Councillor Richard Clark, called for increased support from the Welsh Government, noting that a supplementary budget intended to provide £120 million over three years for ALN was previously rejected by Members of the Senedd.

In a separate development regarding special education infrastructure, Rhondda Cynon Taf Council has approved plans to expand the Buarth Y Capel satellite site of Ysgol Ty Coch in Ynysybwl. The expansion aims to nearly triple the school's capacity, increasing the number of pupils from 34 to 94. The project includes a new teaching block with six classrooms, solar panels, and an air-source heat pump, designed to meet growing demand for special school places through a net-zero carbon approach.
