Wales housebuilders secure affordable housing approvals in Flintshire and Swansea

Castle Green Homes won a planning appeal that allows it to build either 121 or 109 affordable homes on Quarry Farm near Chester Road in Flintshire. The Welsh Government’s endorsement enabled the appeal, and Flintshire County Council was ordered to pay the developer’s costs. Inspectors said the revised layout met local plan standards, provided extra playgrounds and open space, and addressed flood‑risk concerns with a sustainable drainage system.

In Swansea, the council reached a landmark agreement with Persimmon Homes West Wales to acquire 141 homes at the Llys Pentre development between Gorseinon and Penllergaer. The deal marks the first time the council has taken direct ownership of the affordable‑housing element of a Section 106 agreement. Seventy‑one homes will be offered through a low‑cost ownership scheme for first‑time buyers, while the remaining 70 will remain council housing. The project also includes a primary school, park, commercial spaces and renewable‑energy features such as solar panels and air‑source heat pumps.
