Warsaw court overturns 600,000 PLN fine against DallBogg

The Warsaw Provincial Administrative Court has overturned a decision by the Financial Ombudsman to impose a 600,000 PLN fine on the Bulgarian insurer DallBogg. The court's ruling focused on procedural errors made by the Ombudsman during the collection and evaluation of evidence, rather than the merits of the original complaints.

The fine was initially imposed in July 2025 following allegations that DallBogg failed to meet statutory deadlines for responding to customer complaints and provided insufficient information to clients. The Ombudsman had upheld the sanction in September 2025, citing the repetitive nature of the violations and their impact on consumer interests.

DallBogg, which operated in Poland under the EU principle of freedom to provide services, has faced previous regulatory scrutiny, including a ban on insurance activities in Poland by the KNF in April 2025. The current court ruling is non-final; if it becomes legally binding, the Financial Ombudsman will be required to re-examine the case and issue a new decision.
